Annual Evening Holiday Reception

Welcoming Remarks - Paul Flora

Paul Flora is Senior Economic Analyst in the Research Department of the Federal Reserve Bank of Philadelphia. His responsibilities include coordinating the regional economic analysis of the Third Federal Reserve District and preparing the Beige Book, a report of anecdotal information on current economic conditions published eight times a year. His research interests include regional economics, public finance, and state and local fiscal analysis.

Before joining the Philadelphia Fed in 2009, Flora was a fiscal analyst and principal planner for Hillsborough County City-County Planning Commission in Florida. During his tenure, he developed a fiscal impact estimates of land development (FIELD) model, which tested the financial feasibility of comprehensive plans for Hillsborough County and Tampa, Temple Terrace, and Plant City. He also worked as an urban/regional planner in Illinois, Pennsylvania, and Virginia. In addition, he was the regional economist at PNC Bank Corp, an associate editor on the editorial board of the Pittsburgh Post-Gazette, and an adjunct professor of regional economics and urban studies at the University of Pittsburgh. He taught three courses covering city history, urban policy, and regional economic analysis for Semester at Sea, a shipboard education program that took him around the world and gave him the opportunity to visit 10 ports.

He is a member of the National Association for Business Economics and the American Planning Association. He previously served on the board of Tempesta di Mare, a Philadelphia baroque orchestra. He also served as founding board member, chairperson, and treasurer of the North Point Breeze Planning and Development Corporation in Pittsburgh.

Flora holds a bachelor’s degree in economics from the College of William & Mary, a master’s degree in urban and regional planning from Virginia Polytechnic Institute and State University, and a master’s degree in economics from the University of Pittsburgh.
